It is the duty of all staff  members and students to follow the prescribed code of conduct mentioned below.

CODE OF CONDUCT FOR TEACING STAFF, NON TEACHING STAFF & STUDENTS

Code of Conduct for Teaching Staffs

 (UGC GUIDELINES)

  1. Teachers and their Responsibilities:

Whoever adopts teaching as a profession assumes the obligation to conduct himself/herself in accordance with the ideal of the profession. A teacher is constantly under the scrutiny of his students and the society at large.

Therefore,  every  teacher  should  see  that  there  is  no  incompatibility  between  his  precepts  and  practice.  The national ideals of education which have already been set forth and which he/she should seek to inculcate among students must be his/her own ideals. The profession further requires that the teacher should be calm, patient and communicative by temperament and amiable in disposition.

Teacher should:

(i)   Adhere to a responsible pattern of conduct and demeanor expected of them by the community;

(ii)   Manage their private affairs in a manner consistent with the dignity of the profession;

(iii)   Seek to make professional growth continuous through study and research;

(iv) Express free and frank opinion by participation at professional meetings, seminars, conferences etc., towards the contribution of knowledge;

(v)   Maintain  active  membership  of  professional  organisations  and  strive  to  improve  education  and profession through them;

(vi)   Perform  their  duties  in  the  form  of  teaching,  tutorials,  practicals,  seminars  and  research  work, conscientiously and with dedication;

(vii)   Discourage and not indulge in plagiarism and other non ethical behaviour in teaching and research;

(viii)   Abide by the Act, Statute and Ordinance of the University and to respect its ideals, vision, mission, cultural practices and tradition;

(ix)   Co-operate and assist in carrying out the functions relating to the educational responsibilities of the college and the university, such as:  assisting in appraising applications for admission, advising and counselling students as well as assisting the conduct of university and college examinations, including supervision, invigilation and evaluation; and

(x)   Participate in extension, co-curricular and extra-curricular activities, including the community service.

  1. Teachers and Students

Teachers should:

(i)   Respect the rights  and dignity of the student in expressing his/her opinion;

(ii)   Deal justly and impartially with students regardless of their religion, caste,

gender, political, economic, social and physical characteristics;

(iii)Recognize the difference in aptitude and capabilities among students and strive to meet their individual needs;

(iv)Encourage  students  to  improve  their  attainments,  develop  their  personalities  and  at  the  same  time contribute to community welfare;

(v) Inculcate among students scientific temper, spirit of inquiry and ideals of democracy, patriotism, social justice, environmental protection  and peace;

(vi) Treat the students with dignity and not behave in a vindictive manner towards any of them for any reason;

(vii)   Pay attention to only the attainment of the student in the assessment of merit;

(viii)   Make themselves available to the students even beyond their class hours and help and guide students without any remuneration or reward;

(ix)   Aid students to develop an understanding of our national heritage and national goals; and

(x)   Refrain from inciting students against other students, colleagues or administration.

III.   Teachers and Colleagues

Teachers should:

(i)   Treat other members of the profession in the same manner as they themselves wish to be treated;

(ii)   Speak respectfully of other teachers and render assistance for professional betterment;

(iii)   Refrain from making unsubstantiated allegations against colleagues to higher authorities; and

(iv)   Refrain  from  allowing  considerations  of  caste,  creed,  religion,  race  or  sex  in  their  professional endeavour.

  1. Teachers and Authorities :

Teachers should:

(i)   Discharge their professional responsibilities according to the existing rules and adhere to procedures and methods consistent with their profession in initiating steps through their own institutional bodies and / or professional organisations for change of any such rule detrimental to the professional interest;

(ii)   Refrain  from  undertaking  any  other  employment  and  commitment,  including  private  tuitions  and coaching classes which are likely to interfere with their professional responsibilities;

(iii)   Co-operate in the formulation of policies of the institution by accepting various offices and discharge responsibilities which such offices may demand;

(iv)   Co-operate  through  their  organisations  in  the  formulation  of  policies  of  the  other  institutions  and accept offices;

(v)   Co-operate with the authorities for the betterment of the institutions keeping in view the interest and in conformity with the dignity of the profession;

(vi)   Adhere to the terms of contract;

(vii)   Give and expect due notice before a change of position takes place; and

(viii)   Refrain from availing themselves of leave except  on  unavoidable grounds and as far as practicable with  prior  intimation,  keeping  in  view  their  particular  responsibility  for  completion  of  academic

schedule.

  1. Teachers and Non-Teaching Staff :

Teachers should :

(i)   Treat  the  non-teaching  staff  as  colleagues  and  equal  partners  in  a  cooperative  undertaking,  within every educational institution;

(ii)   Help in the functioning of joint-staff councils covering both the teachers and the non-teaching staff.

  1. Teachers and Guardians

Teachers should:

(i)   Try  to  see  through  teachers’  bodies  and  organisations that  institutions  maintain  contact  with  the guardians, their students, send reports of their performance to the guardians whenever necessary and meet the guardians in meetings convened for the purpose for mutual exchange of ideas and for the benefit of the institution.

VII.  Teachers and Society

Teachers should:

(i)   Recognize that education is a public service and strive to keep the public informed of the educational programs which are being provided;

(ii)   Work to improve education in the community and strengthen the community’s moral and intellectual life ;

(iii)   Be aware of social problems and take part in such activities as would be conducive to the progress of society and hence the country as a whole;

(iv)   Perform  the  duties  of  citizenship,  participate  in  community  activities  and  shoulder responsibilities of public offices;

(v)   Refrain from taking part in or subscribing to or assisting in any way activities, which tend to promote  feeling  of  hatred  or enmity  among  different  communities,  religions  or  linguistic groups but actively work for national integration.

College Principal should;

(a)   Provide inspirational and motivational value-based academic and executive leadership to the college through policy formation,  operational  management,  optimization  of  human  resources  and  concern  for  environment  and sustainability;

(b)   Conduct himself/herself with transparency, fairness, honesty, highest degree of ethics and decision making that is in the best interest of the college;

(c)   Act  as  steward  of  the  College’s  assets  in  managing  the  resources  responsibility,  optimally,  effectively  and efficiently for providing a conducive working and learning environment;

(d)   Promote the collaborative, shared and consultative work culture in the college, paving way for innovative thinking and ideas;

(e)   Endeavour to promote a work culture and ethics that brings about quality, professionalism, satisfaction and service to the nation and society.

(f)   Adhere to a responsible pattern of conduct and demeanor expected of them by the community;

(g)   Manage their private affairs in a manner consistent with the dignity of the profession;

(h)   Discourage and not indulge in plagiarism and other non ethical behaviour in teaching and research;

(i)   Participate in extension, co-curricular and extra-curricular activities, including the community service.

(j)   Refrain from allowing considerations of caste, creed, religion, race, gender or sex in their professional endeavour.

Sports Officer/librarian should;

(A)  Adhere to a responsible pattern of conduct and demeanor expected of them by the community;

(B)  Manage their private affairs in a manner consistent with the dignity of the profession;

(C)  Discourage and not indulge in plagiarism and other non ethical behaviour in teaching and research;

(D)  Participate in extension, co-curricular and extra-curricular activities, including the community service.

(E)  Refrain from allowing considerations of caste, creed, religion, race, gender or sex in their professional endeavour.

 

Code of Conduct for Non Teaching Staffs

Apart from the prescribed code of conduct for govt. employees and guidelines issued by the state Govt. following duties are expected.

  1. Every staff employed in the college shall discharge his/her duties efficiently and diligently and shall conform to the rules and regulations.

1 (a) It shall be mandatory on the staff employed in the private college to do any work in connection with an examination conducted by the University or any college, which he/she is required to do by the Vice-Chancellor or the Registrar of the University/by the Principal of the College, as the case may be.

  1. No Staff employed in a college shall absent himself from his/her duties without prior permission. In case of sickness or absence on medical ground, a medical certificate to the satisfaction of the college authorities shall be produced within a week.
  2. No Staff employed in a college shall engage directly or indirectly in any trade or business.
  3. No staff employed in a college shall engage himself/herself in any political activity. He/She shall not associate with any political party or any organization which takes part in politics or shall subscribe to, or assist in any other manner, any political movement.
  4. No staff employed in a college shall contest or participate in or canvas for any candidate in any election.
  5. No staff employed in a college shall bring or attempt to bring any political or other influence on his/her superior authority in respect of his/her individual service interests.
  6. No staff employed in a college shall engage himself/herself or participate in any activity which is anti-secular or which tends to create disharmony in society or in any demonstration which is prejudicial to the interests of the sovereignty and integrity of India, the security of States, friendly relation with foreign States, Public order, decency or morality or which involves contempt of court, defamation or incitement to an offence.
  7. No staff employed in a college shall indulge in any critism of the policies of the Government either directly or indirectly or participate in activities which bring disrepute to the Government.

 

छत्‍तीसगढ़ के शासकीय महाविद्यालयों में विद्यार्थियों के लिए आचरण संहिता

सामान्‍य नियम-

महाविद्यालयों में प्रवेश लेने वाले प्रत्‍येक विद्यार्थी के लिए नियमों का पालन करना होगा अन्‍यथा निर्धारित दंडात्‍मक कार्यवाही की जाएगी।

  1. विद्यार्थी शालीन वेशभूषा में महाविद्यालय में आएगा।किसी भी स्थिति में उसकी वेशभूषा उत्‍तेजक नहीं होना चाहिए।
  2. प्रत्‍येक विद्यार्थी अपना पूर्ण ध्‍यान अध्‍ययन में लगाएगा साथ ही महाविद्यालय द्वारा आयोजित पाठ्येत्‍तर गतिविधियों में भी शामिल होगा।
  3. महाविद्यालय परिसर में वह शालीन व्‍यवहार करेगा अभद्र व्‍यवहार अशोभनीय भाषा का प्रयोग गाली गलौज मारपीट या आग्‍नेय अस्‍त्रों का प्रयोग नहीं करेगा।
  4. प्रत्‍येक विद्यार्थी अपने शिक्षकों अधिकारियों एवं कर्मचारियों से नम्रता एवं भद्रता का व्‍यवहार करेगा ।
  5. महाविद्यालय परिसर को स्‍वच्‍छ बनाये रखना प्रत्‍येक विद्यार्थी का नैतिक कर्तव्‍य है वह सरल निर्वसन और मितव्‍ययी जीवन निर्वाह करेगा।
  6. महाविद्यालय की सीमाओं में किसी भी प्रकार के मादक पदार्थों का सेवन सर्वथा वर्जित है दोषी पाये जाने पर उसे महाविद्यालय से निष्‍का‍िसत किया जा सकता है।
  7. महाविद्यालय में इधर उधर थूकना, दीवारों को गंदा करना या गंदी बातें लिखना सख्‍त मना है।असामाजिक तथा आपराधिक गतिविधियों में संलिप्‍त पाये जाने पर कठोर कार्यवाही की जायेगी।
  8. वह अपनी मांगो का प्रदर्शन आंदोलन, हिंसा या आंतक फैलाकर नहीं करेगा।विद्यार्थी अपने आप को दलगत राजनीति‍ से दूर रखेगा त‍था अपनी मांगों को मनवाने के लिए राजनी‍ि‍तक दलों, कार्यकर्ताओं अथवा समाचार पत्रों का सहारा नहीं लेगा।
  9. परीक्षा के दौरान मोबाईल लेकर आना पूर्णत: वर्जित है।

अध्‍ययन संबंधी नियम

  1. प्रत्‍येक विषय में विद्यार्थी की 75 प्रतिशत उपस्थिति अनिवार्य होगी अन्‍यथा उसे वार्षिक परीक्षा में बैठने की पात्रता नहीं होगी।
  2. विद्यार्थी प्रयाेगशाला में उपकरणों का उपयोग सावधानी पूर्वक करेगा एवं उनको स्‍वच्‍छ रखेगा।
  3. ग्रंथालय द्वारा स्‍थापित नियमों का पूर्णत: पालन करेगा,उसे निर्धारित संख्‍या में ही पुस्‍तकें प्राप्‍त हाेगी तथा समय से न लौटाने पर निर्धारित दंड देना होगा।
  4. अध्‍ययन से संबंधित किसी भी कठिनाई के लिए गुरूजनों के समक्ष अथवा प्राचार्य के समक्ष शांति पूर्वक ढंगे से अभ्‍यावेदन प्रस्‍तुत करेगा।
  5. व्‍याख्‍यान कक्षों,प्रयोगशाला या वाचनालय में पंखे,लाइट,फर्नीचर या इलेक्ट्रिक फिटिंग आदि का तोड़फोड़़ करने पर इसकी भरपाई उस कक्षा के छात्र-छात्राओं से की जाएगी।

परीक्षा संबंधी नियम :

विद्यार्थी को सत्र के दौरान होने वाली सभी इकाई परीक्षाओं, त्रैमासिक तथा अर्धवार्षिक परीक्षाओं में सम्मिलित होना अनिवार्य है।

परीक्षा में या उसके संबंध में किसी प्रकार के अनुचित लाभ होने या अनुचित साधनों के प्रयोग करने का प्रयत्‍न गंभीर दुराचरण माना जाएगा।

महाविद्यालय प्रशासन का अधिकार क्षेत्र :

  1. यदि छात्र अनैतिकतामूलक या गंभीर अपराध में अभियुक्‍त पाया गया तो उसका प्रवेश तत्‍काल निरस्‍त कर दिया जाएगा।
  2. यदि छात्र रैगिंग में लिप्‍त पाया गया तो छत्‍तीसगढ़ शै‍क्षणिक संस्‍थानों में प्रताड़ना प्रतिषेध अधिनियम 2001 के अनुसार रैगिंग किये जाने पर अथवा रैगिंग के लिए प्रेरित करने पर पांच साल तक का कारावास की सजा या पांच हजार रूपए जुर्माना अथवा दाेनों से दंडित किया जा सकता है।
  3. यदि विद्यार्थी समय समय में शुल्‍क का भुगतान नहीं करता तो उसका नाम स्‍वयमेंव निरस्‍त हो जाएगा।
  4. यदि विद्यार्थी किसी भी प्रार्थना पत्र तथा आवेदन में तथ्‍यों को छिपायेगा अथवा गलत प्रस्‍तुत करेगा तो उसका प्रवेश निरस्‍त कर उसे महाविद्यालय से पृथक कर दिया जाएगा।
  5. महाविद्यालय में प्रवेश लेने हेतु विद्या‍र्थी द्वारा प्रस्‍तुत किए गए आवेदन पत्र में उसके पालक अभिभावक का घोषणा पत्र पर हस्‍ताक्षर करना अनिवार्य है।
